Playing of Extra Time in Club Championship Matches

I wish to bring your attention to a recent Disputes Resolution Authority (DRA) decision and specifically a ruling on the playing of mandatory Extra Time in club championship games.
In the case of Cumann Iománaí Gort v Coiste Éisteachta Chonnacht et al., the tribunal interpreted the meaning of playing Extra Time “by consent” to mean by agreement of the two teams specifically involved in a drawn game.
The immediate implications of this for U-21 and Adult club championship competitions are that even in cases where extra time has been deemed to be obligatory by the Committee-in-Charge, it will require the agreement of the representatives of the two teams involved either before the game or immediately after a draw in order for Extra Time to be played. Failure to obtain this agreement would leave the result of the game open to a challenge. If agreement is not forthcoming, we advise that the game should go to a replay.
The substantive matter has been referred to the Rules Advisory Group for their observations and will be addressed by Ard Chomhairle at its next meeting in June. However, in the interim, we are advising that Extra Time should not be played in Adult or U-21 Club Championship games unless prior agreement has been confirmed to the C.C.C beforehand or the referee has received verbal agreement from both clubs involved at the conclusion of a drawn game.
I would also ask you to note that An Treoraí Oifigiúil 2008, Cuid II (Rules of Specification) provides that “If a game in a knock-out club competition at underage, up to and including Minor, ends in a draw, two periods of extra-time of ten minutes each shall be played”. Hence the DRA ruling is only relevant to Adult and U21 club competitions.

Practice of Referees Displaying Black Book to end
The GAA has confirmed that the practice of referees showing the black book to players for ‘Noting/Ticking’ infractions will be discontinued with immediate effect.
In future referees will inform a player who has committed a ‘Noting/Ticking’ infraction that his number has been recorded and that a repeat offence will earn the player in question a yellow card.
This is a procedural change in the recording process and is not a change to rule.
The new procedure will apply at all grades of play with immediate effect and follows consultation with Coiste na Réiteoirí.
The only change arising from this decision is that referees will no longer display the black book to players meaning play will no longer be stopped to allow for this practice.
